Overview:
ExxonMobil Canada Properties, a partnership (EMCP) is seeking qualified contractors (Contractor) interested in supplying a range of Environmental Services to support Hebron Project Activities associated with Platform Construction and Operation. A project description is available on the Hebron Project website (www.hebronproject.com). The intention is to also have this scope of work address particular requirements of the Hibernia Southern Extension (HSE) Project.
EMCP supports providing opportunities to Canadian, and, in particular, Newfoundland and Labrador companies and individuals, on a commercially competitive basis. Contractors expressing interest in providing services or materials, if they are selected to bid, may be required to complete a Canada-Newfoundland and Labrador Benefits Questionnaire at the bid stage.
The Hebron Project Description was filed with the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) on March 5, 2009. Subsequently, the C-NLOPB and the Canadian Environmental Assessment Agency, with input from regulatory agencies and the public, determined that the Project should undergo environmental assessment through preparation of a Comprehensive Study Report. The associated Scoping Document was issued in July 2009. The above documents are available on the C-NLOPB website (www.cnlopb.nl.ca). The assessment is ongoing.
The Newfoundland and Labrador Department of Environment and Conservation have indicated that the Department requires an updated, approved Environmental Protection Plan for work at the Bull Arm site.
This EOI identifies several specific types of environmental products or services: these do not necessarily represent all products and services that will be required throughout the Project. It is important to note that EMCP anticipates that any given company will not necessarily be interested in or provide all types of services or products indicated in the EOI.
Companies are invited to respond to one or more of the following scopes of work.
1. Environmental Protection Plan Development (Bull Arm site)
2. Environmental Effects Monitoring (Bull Arm site)
3. Environmental Site Assessment (Phase1 and, if required, Phase 2) (Bull Arm site)
4. Waste Management Plan development (Bull Arm site)
5. Fisheries Act Authorization(s) and Other Regulatory/Permitting Support (Hebron and Hibernia Southern Extension Projects)
EMCP reserves the right to make the final determination of which companies will qualify to bid based on responses to this EOI. In addition, participation in this EOI, including any statements whether oral or written between EMCP and your company shall not create or be deemed to create any binding legal relationship or contract, or be construed to do so between EMCP and your company.
Finally, it should be clearly understood that this Expression of Interest may or may not result in the issuance of an ITT and may or may not result in the award of a contract. While not planned, it should be noted that the resulting contract, if any, may be shared with, or assigned to, other operators in the area, project partners or affiliated companies.
Submission Requirements
All interested parties must complete a detailed pre-qualification package which seeks data to evaluate Contractor’s ability to perform these services. The documents are available by contacting BIDS at the numbers noted below. The data submitted will be used to evaluate your company’s ability (and those of your preferred sub-contractors / vendors where applicable) to perform these services or provide these materials. It will focus primarily on past safety performance, applicable experiences, current capability, work-load and personnel qualifications.
